As a part of the dominating discourse, Norwegian cities and municipalities are aiming to be creative, innovative, competitive and attractive. They’re often competing to attract the; well educated, mobile, young, culture-consuming, innovative creative upper middle class. At the same time, the differences in Norway increase and social inequality is on the rise. The tension between focus on a desired future and real-time management can pose challenges.
Since the world is getting more and more urbanized, planners see the necessity of applying a strategy that hinders urban-sprawl – and instead they seek to grow, in a sustainable manner, without taking up more land. They promote urban transformation and development within the city limits.
Relevant questions for the program:
- How can urban development promote urbanization and growth without contributing to social inequality and exclusion?
- How can “the life between houses” and public spaces counteract polarization between social groups?
- Is the social-democratic idea of community building dead and the barracks left to commercial speculators?
- How can local democracies ensure that investors, developers and entrepreneurs & the less influential, socially excluded, poorer citizens get included and are heard?
- Can architecture be used to promote social equity?
- Is architecture a relevant tool for meeting social problems?
- What do we actually know about the ability of architecture to influence social issues?
- Are there effective political or regulatory tools, for social housing programs or an inclusive urban development that accommodates all parts of society?
